This question has come up a couple times. So I wanted to share the answer for all in case others are curious.
Builds are only available to select Intel employees, our contracted agencies and the judges to protect unreleased games. All parties understand the need to protect the game IP and all necessary are precautions taken. Builds are not available to the general public game development community.
